About Department and Purpose of the Position
NUH will build and operationalise the first GMP compounding hub with both cytotoxic and non-cytotoxic drug preparation capabilities under one roof. This hub produces ready-to-use compounded sterile products such as parenteral nutrition bags, parenteral electrolyte and antibiotic admixtures, eye-drops and parenteral chemotherapy for use at its spokes i.e. hospitals and centres under NUHS and NHG clusters.
The (Senior) Manager / Assistant Director – Compounding Hub will direct and manage the professional, financial and administrative aspects of compounding hub in NUH. He/she serves as crucial enabler and bridge between the compounding hub and NUHS and NHG spokes. The primary focus will be to work with the teams to set up the compounding hub to go live and streamline processes, enhance collaboration, and ensure the efficient delivery of services from the compounding hub.
In addition, he/she will work with the QA Leads and Production Lead in preparing and planning the audits conducting audits, support the teams in handling service queries, manage feedback from spokes, develops practical solutions to implement workflow improvements and enhance operations.
Duties and Responsibilities

Operational Management and Service Delivery

Direct and manage the professional, financial, and administrative aspects of the GMP compounding hub

Manage and support the procurement process of all critical functions not limited to GMP services, Infra services, CAPEX, Compounding robotic system, IT systems, etc

Responsible in procuring and management of logistics needs for business.

Support the planning and design of facilities operations including products distribution cycle, drafting of SLA with NN PHIs, ensuring GMP compliant process, function as POC to liaise across NN cluster PHIs and MOH, support clinical leads in relevant administration as required, etc

Lead the review processes and resources, and to recommend changes to improve efficiency, utilization and service delivery

Coordinate and monitor the operation progress of the compounding hub with regard to cost management, staffing level, processes, license renewal, standards and contract or service deliverables

Conduct joint audits and discussions with service partners to identify areas for improvement and to ensure compliance with policies and procedures, safety

Support BME in drafting user requirement specifications (URS) for device procurement

Collaborate with other departments/ institutions to ensure seamless integration of operation and shared goals

Manage communication with hospitals and centres under NUHS and NHG cluster.

Policy and Strategy

Review and update policies and procedures, recommend and develop new procedures when necessary to ensure continuity in service improvements

Assist the Head of Compounding hub in formulating plans and strategies to steer the hub towards better and improved services and at the same time keep abreast with rapid technology advancement and external competition

Liaison with MOH, MOH Holdings, auditors on data or documentation requests

Leads briefings and relevant meetings for internal and external representatives

Managing Resource

Monitor, control and review expenditure on staff, supplies, equipment and services

Plan and prepare budgets consistent with formulated plans and strategies of the department and hospital

Ensure accurate and timely financial reporting to MOHH, MOH and NUH and others where applicable

Prepare and submit relevant claims documentation

Performance Monitoring

Facilitate the formulation and approval of compounding hub workplans, tracking progress against performance targets
-
Ensure that the execution of annual planning activities is in a timely and well-coordinated manner, including formulation and approval of workplans, setting and appraisal of performance targets

Prepare management reports for internal and external parties at pre-determined interval

Administrative Work

Prepare papers for management approvals as needed.

Provide support to clinical, research and teaching activities in the compounding hub

Prepare monthly and quarterly management reports for internal and external reporting purposes
-
Ensure that financial reporting requirements to MOHH and NUHS are performed accurately and submitted on a timely basis

Oversee the claim submission for compounding hub

Process Improvement

Identifying areas for improvement in operational systems and implementing changes to enhance performance and cost effectiveness.

Support relevant projects, monitor development and mitigate impact from these projects.

Managing Team

Lead operation team to oversee the operations of the compounding hub

Responsible for operational personnel recruitment, welfare, appraisal, deployment, training and development

Lead, motivate, guide and train staff to optimise their performance and develop their potential

Others

Engage in specific projects as required by the organization

Undertake additional duties as requested by the In Charge.
Key Requirements

Possess a good degree, in Healthcare or Science, awarded by a recognized university.

At least 8 years of relevant working experience with management experience, preferably with at least three years in supervisory position for the position of senior manager and above

Strong in leadership skills.

Strong analytical, writing, communication and organizational skills.

Be responsible, independent, and a good team player.

Proficiency in the use of Microsoft Excel, PowerPoint, and Microsoft Word.
