About Department and Purpose of the Position
The incumbent is tasked to lead the project planning and ensures successful inception of the new facility. Scope of planning includes but not limited to;
- Coordinating workshops to refine operating model
- Provide timely project status updates to senior management
- Ensures relevant process are compliance to GMP standards
- Formulate solutions for seamless interdepartmental workflows
- Work with domain experts to design the operational and service protocol / SOPs.
- Main Ops liaison personnel for CIFO-FD, BME, Finance, Synapse with Clinical pharmacy team
- Review processes and integrate the Quality Assurance (QA) element
During operational state, the incumbent will be conducting audits and devising frameworks to ensure optimal GMP compliant service standards. He or she will be the key point of contact for all operational issues such as enquires, complaints, service lapses and delivery schedules.
The incumbent will be leading a team to support the operations and administration, duties may involve designing cost recovery measures and cost containment initiatives. All supporting contracts and procurement activities may be performed by the team.
Key Responsibilities
Primary Responsibilities and Duties
- Design and Planning of Facility
- Devise strategic planning roadmap & work towards the milestones.
- Coordinate stakeholders / subject matter experts for workshops.
- Formulate and integrate various components to ensure seamless workflow design of the facility/operations.
- Compile stakeholder’s requirement to support CIFO-FD in designing the specifications for construction RFP.
- Support clinical team in relevant procurement.
- Support BME in designing RFP specifications for device procurement.
- Provide timely updates to senior management.
- Operational Management and Service Delivery
- Establish interdepartmental processes & SOPs.
- Establish service framework and standards to evaluate performance.
- Collaborate with quality to include QA/QC elements.
- Work with clinical team in the development, monitoring, review and updating of product specifications for extemporaneous medicines prepared in the pharmacy lab.
- Stable state operations
- Lead a team in ensuring ops & admin support to pharmacy team.
- Devise robust billing framework to ensure cost recovery.
- Support the procurement of non-pharmaceutical and ALPS managed products (such as replacement CAPEX, Software, General services contract, etc.)

- To participate in specific projects as and when required and to undertake other duties as requested.
Key Requirements
- Masters or Bachelor’s Degree in Science, Pharmacy, Pharmaceutical Science, or equivalent
- >8 years of relevant work experience in new facility setup (preferably healthcare related)
- Extensive knowledge in pharmaceutical/biotechnology/medical device/healthcare industry, preferably with people management responsibilities.
- Extensive knowledge of quality control, quality management system and validations requirement, with third party customer/supplier or vendor management experience.
- Extensive knowledge in regulations and industrial guidance, and experience with technological transfer.
- Effective communication and leadership skills.
- High level of self-motivation, resourcefulness, discipline, and analytical skills.
