About Department and Purpose of the Position
The Job Holder will lead strategic data initiatives to transform healthcare delivery through advanced analytics, supporting the department's vision of innovative intersection between Complex Care, Population Health, and Artificial Intelligence. This role will establish and drive data-driven decision-making processes, working closely with clinicians and operational teams to improve patient care outcomes and operational efficiency.
As part of a dynamic team of Data Analysts, Data Scientists, and Software Developers, the Analyst will collaborate with clinicians to propose, develop, and implement advanced Artificial Intelligence and machine learning models that augment clinical workflows in NUH. Using a data-driven approach, they will engage in rapid prototyping and continuous iteration to improve care delivery for NUH's patients, ensuring the adequacy and effectiveness of developed models and tools in line with NUH's mission and vision.
The Analyst is also responsible and accountable for the associated data and databases, applying proper data governance and protection practices throughout all initiatives.
Key Responsibilities
Data Analytics

Lead the development and implementation of comprehensive data analytics strategies

Design and maintain automated data pipelines and ETL processes

Clean, preprocess, and validate data to ensure accuracy, consistency, and completeness

Apply advanced statistical techniques and data mining methods to explore large healthcare datasets
-
Create and manage interactive dashboards and analytical tools with focus on intuitive visualisation for non-technical audiences

Provide advanced analytics support for clinical research and quality improvement initiatives (e.g. outcomes of clinical care and community care for chronic conditions such as diabetes, kidney disease and asthma)

Develop predictive models and implement machine learning solutions including LLMs

Partner with clinical teams to integrate PROMs into care workflows

Collaborate with GTO and AIO for enhanced data visibility and accessibility

Design and implement LLM-powered solutions for care pathway optimisation
Data Quality & Monitoring

Monitor data integrity through systematic validation processes

Identify and analyze meaningful patterns, trends, and correlations in healthcare data
-
Develop and implement data quality checks and validation processes

Prepare and deliver clear and concise reports and presentations to stakeholders
-
Ensure data visualisations are intuitive and accessible for non-technical audiences

Collaborate with teams across the organisation to understand their data needs
Data Governance & Protection

Ensure compliance with NUHS Data Governance Guidelines and relevant healthcare regulations

Implement robust data security measures and access controls
-
Oversee data quality management and standardisation
-
Manage data privacy requirements including PDPA and HBRA compliance
-
Establish protocols for secure data sharing and collaboration
-
Ensure responsible AI implementation and LLM usage

Key Requirements

Bachelor's degree in a quantitative discipline (Computer Science, Mathematics, Data Analytics, Data Science, Statistics or related field); Master's degree preferred

Minimum 2 years' experience in healthcare analytics or related field
-
At least 2-3 years of leadership experience is preferred
-
Advanced proficiency in programming languages such as Python, R, and SQL
-
Experience with data visualisation tools such as Tableau, Power BI and TIBCO Spotfire
-
Experience with cloud-based analytic platforms preferably Databricks
-
Experience with statistical techniques and data mining methods, such as correlation analysis, predictive modelling, A/B testing, and time series forecasting

Experience in implementing and fine-tuning AI models, including knowledge of LLMs and their applications in healthcare
-
Experience with cloud computing platforms, particularly AWS
-
Proficiency in containerisation technologies including Docker and Kubernetes
-
Experience with web development frameworks including Streamlit, NextJS, and TypeScript
-
Proficiency in FastAPI or equivalent REST API frameworks
-
Knowledge of database concepts and experience with database management tools such as SQLAlchemy
-
Experience in handling large datasets is a plus

Proficiency in Git version control and collaborative development

Strong understanding of CI/CD and DevSecOps practices

Strong understanding of healthcare systems and medical terminology

Proven track record in stakeholder management and project delivery

Strong analytical and problem-solving skills

Strong communication, presentation, writing, and interpersonal skills

Strong attention to detail and proven ability to handle and analyse data accurately
