Head, Group Clinical Operations (Group Care Plan Ops)

The incumbent will work in partnership with DyCE (Operations and IT), GCMB, Group Specialty Chiefs and NUHS Leadership to deliver the aspirations of the NUHS Care Plan and realize the delivery of One Specialty, Multiple Sites and co-create NUHS Clinical Service Lines by providing actionable insights and ensuring asset readiness for delivery of integrated value-based care to the population in the West.

 

Job Responsibilities:

  • Lead GCO to support and work in partnership with GCMB and Group Specialty Chiefs in developing and implementing integrated care across NUHS, ensuring the delivery of One Specialty, Multiple Sites care model, and clinical integration across NUHS entities for better patient care, better population health, as well as more appropriate & effective utilization of healthcare resources. 
  • In partnership with GCMB, develop and implement framework for Specialty Specific clinical service planning.  CSPs to articulate a strategic plan, guided by the specialty vision, with clear goals and an implementation mechanism that is supported across the cluster in order to achieve One Specialty, Multiple Sites and Incredible Care.  Guided by RAMPS:  Right & Appropriate Siting, Access to Care, Manpower, Policy & Standards.  

  • Translate NUHS Specialty Specific Clinical service plan into key workplans, for NUHS and individual institutions.  Key workplans may include: 

    • NUHS wide VDOs 

    • Right siting initiatives 

    • Harmonisation initiatives 

    • Load levelling initiatives 

    • Others, e.g. strategic procurement, departmental development initiatives. 

  • Develop and implement performance management framework for Group Chiefs with the strategic intent to optimize clinical, operational and financial performance of the relevant clinical services across NUHS entities. 

  • Collaborate with Institution COOs, Specialty Ops and Admin teams from the NUHS entities to plan and execute cluster-wide initiatives and projects to achieve strategic goals and priorities.  

  • Work in partnership with other Group Operations teams (e.g. Contact Centre, Group Operations, Group Data Analytics & Insights, Group Service Transformation) to deliver on overall Group Operations Integration strategy, scorecards and KPIs.  

  • Strategize, develop and implement key strategic initiatives and projects, and ensure that they are aligned across at all 17 Specialties on behalf of Group Clinical Operations. For example, referral harmonization, dash-boarding, load leveling, strategic procurement and right siting. 

  • Develop and foster a culture of collaboration and continuous improvement through the adoption of innovations and best practices across NUHS entities. 

  • As new projects are assigned, to work with stakeholders, establish context and develop the initial brief into a project plan, and secure approval for project.  This may include working with Ministry and external parties.  

  • Build and Develop Group Clinical Operations team. 

 

Job Requirements:

  • Relevant Degree e.g. Health Sciences.  

  • Master’s Degree in Business Administration / Health Management will be an added advantage. 

  • At least 8 years of relevant work experience in administration / project management, with at least 3 years in the healthcare industry.
