Manager, NUHS HR CoE Manpower Planning (2 year contract)
We are seeking an experienced Project Manager to support the implementation of our new manpower planning and budgeting system.
The successful candidate will join the NUHS Centre of Excellence – Manpower Planning Team and will support the implementation of the Manpower Planning & Budgeting System (MPBS) across NUHS and provide post system implementation support. The candidate will also be involved in the long-term planning of manpower across NUHS.
Job Responsibilities
You will be responsible for the following:
Manpower Budgeting & Planning Systems
- Lead the end-to-end implementation of the manpower planning and budgeting system guided by the COE lead.
- Develop and manage project plans, timelines, and budgets
- Coordinate with stakeholders across various departments and institutions to gather requirements and ensure system alignment with organizational needs.
- Oversee the configuration and customization of the system to meet specific business requirements.
- Manage relationships with internal users, external vendors and consultants.
- Monitor project progress, identify and mitigate risks, and report regularly to senior management.
- Ensure successful system integration with existing HR systems.
- Assess and manage project risks and execute mitigation plans including escalations.
- Prepare and communicate project progress on a timely manner to project sponsors, stakeholders and steering committee members.
- Develop and execute a comprehensive change management and training strategy.
- Support Model Builders.
- Partners other internal stakeholder in data cleaning and harmonization works to ensure proper integration between the HR system and Manpower Budgeting & Planning System (MPBS).
- Maintain the MPBS system upon going live.
Manpower Budgeting
- Partner the institution in obtaining the manpower parameters and benchmark,
- Perform manpower analytics and simulations for manpower budgeting and manpower needs analysis.
- Leverage the best industry practices to design and develop Cluster Manpower Budget and Forecasting System based on SAP SuccessFactors Platform and data feeds.
Others
- Automation and digitalization projects
- Any other projects assigned.
Requirements
- Bachelor’s degree or above – Analytics, IT, HR or related discipline.
- Strong understanding of HR budgeting and planning in the healthcare sector.
- Strong project management skills and experience, PMP would be an advantage.
- SAP SuccessFactors or Anaplan implementation experience would be an advantage.
- At least 5 years of relevant experience of HR system development and integration.
- Strong analytical, organization and problem-solving skills.
- Strong system thinking – to ensure a solution that works for all.
- Strong accountability to deliver high quality work
- Able to multi-task, work under tight timelines and manage multiple stakeholders.
- Excellent communication, presentation, negotiation and interpersonal skill
- Strong with Microsoft Excel, knowledge in Power Automate is an advantage.
- Certified Anaplan Level 2 Model Builder is preferred
