Manager, Manpower Planning
JurongHealth Campus (JHC) is seeking a highly motivated Manager responsible for building the workforce through Strategic Manpower Planning to join the HR team. This role involves analysing the current manpower inventory and making future manpower forecasts to support the strategies required to recruit, retain and build the workforce to meet our vision and mission, Clinical Services Plan; including alignment with JHC’s strategic directions on manpower management and growth to ensure that the workforce can be optimized to deliver on organizational goals.
Manpower Readiness
- Responsible for being the key HR rep in the FTE budgeting exercises.
- Monitor and update manpower readiness.
- Harmonise the manpower planning and budgeting processes, working closely with internal and external stakeholders.
- Highlight manpower issues or gaps to senior management & division directors for appropriate actions to be taken.
- Institute structured and disciplined manpower requisition and establish management processes through development of guidelines, requirements and templates.
Manpower Analysis
- Analyse current manpower inventory and making future manpower forecast using advanced statistical models and tools to generate meaningful insights and drive actions.
- Provide effective manpower data analysis reports to stakeholders.
- Manage all reporting requirements under the function.
HR Planning
- Compute Manpower Productivity Indicators (headcount per beds-in-service, attrition rate etc)
- Propose KPI targets using past trend data, monitor and track achievements.
- Work with Finance on budget allocation for HR division and track expenses.
Projects and others
- Co-ordinate, track and report progress on the various transition-related HR projects
- Project Lead for JHC Manpower Budgeting System Project
- Develop Project Management Timeline and work in close partnership with respective stakeholders, including NUHS CoE.
- Provide supervision and guidance to the team.
- Participate in other various HR projects when assigned.
Job Requirements
- Relevant Degree - Major in a quantitative discipline ie. Finance, statistics, human resources, economics, or any related discipline with minimum five years’ working experience in related field.
- Experience in Manpower Budgeting System project.
- Proficient in Microsoft Office applications, with working knowledge in statistical software package
- Machine learning skills will be good to have.
- Team player with strong analytical, organization and problem-solving skills with advanced excel skills.
- Ability to multi-task and work under tight timelines and capable to effectively prioritize/organize work.
- Experience in supervising a team.
- Healthcare experience is an added advantage.
