Job Purpose:

 

Managing the Administrative and Operation requirements of the Memory Aging and Cognition Centre (MACC). The key portfolios for this position includes fiscal management, business development, human resource, and overseeing the MACC’s clinical research operations at National University Hospital (NUH) and National University of Singapore (NUS).

Support the MACC’s Director in setting up and reviewing medium to long term strategy of the MACC.

Establishing and developing relations with NUH / NUS senior management as well as with external partners and stakeholders.

 

Job Responsibilities:

 

1) Responsible for the fiscal management of the MACC

 

  • Systematically create and maintain the MACC central balance sheet to monitor Profit and Loss (P&L) and tracking cashflow.
  • Performing regular forecasts as well as cashflow projection for the MACC. Providing strategic recommendations on budget allocation to MACC director.
  • Managing the Account Payables (AP) and Account Receivables (AR) as well as reviewing all accounts under MACC with the assistance from junior administrators and project leads.

 

2) Responsible for the Business development and sustainability of the MACC

 

  • Research Grants: Partnering the PIs and research teams during the grant submission process by providing efficient and well costed study work plans and budget proposal. Keeping track on the progress of awarded grants and providing timely reports.
  • Commercial projects: to assist in pipeline development and initiate clinical trials and studies from the feasibility stage through to contract negotiation and site initiation. To maintain study productivity and successfully complete projects.
  • New services creation: Being sensitive to the needs of the clinical research ecosystem and being creative in providing viable offerings to potential users.
  • Promoting the branding of the MACC and its key personnel through media exposure to facilitate business development.

 

3) Responsible for the Human Resource management in the MACC

 

  • Setup effective team structure to maintain high productivity and quality.
  • Allocate and deploy manpower resources strategically to ensure positive yield in the balance sheet and productive research outputs.
  • Recruit and retain staff to different portfolios to provide optimum operation efficiency and productivity.
  • Empowering staff through positive onboarding process, charting training, and development planning throughout the staff’s career span with MACC.
  • Setting effective Key Responsible Areas (KRAs) to guide the staff in realizing their potential and fulfilling the MACC’s needs. Managing staff performance through regular reviews to ensure that staff are achieving targets and being developed for higher responsibilities to enable promotion.
  • Support staff in their wellness and to promote an enjoyable and purposeful working environment.

 

4) Provide oversight on MACC Operations & Administration in NUH.

 

  • Provide oversight and support to Job Grade 12 and 13 (JG12 & JG13) staff in managing the day-to-day research operation i.e workflow, targets, capacities & etc.
  • Provide oversight and support to JG12 & JG13, and clinicians in managing operational aspect of Memory Clinical service i.e workflow, targets, capacities etc. This includes forming partnership with clinics and other departments.
  • Provide oversight and support to JG12 & JG13 staff in compliance related aspects to ensure compliance to the essential policies such as HBRA, GCP, institutional policies & etc; regulatory and ethics submissions and administration; contractual review and negotiation.
  • Provide oversight and support to the MACC data manager.
  • Provide oversight and support on MACC infrastructure and inventories.

 

5) Provide oversight on MACC operation and administration in NUS.

 

  • Manage administrators to serve the day-to-day administrative needs in MACC in NUS. (This includes grant administration and management, finance, HR, infrastructure, procurement, and event management)

 

6) Secondary Responsibilities

 

  • To assist the MACC director in reports and presentation.
  • Perform ad-hoc administrative duties as assigned by the MACC Director.

 

Job Requirements:

 

  • University Degree holders with 10 years or above experience in clinical research or healthcare industry are preferred.
  • Experienced in team and line management and possess good supervisory and management skills.
  • Proficient in written and oral English. Good command of Chinse would be an added advantage.
  • Good leadership qualities, strength in communication and interpersonal skills.
  • Possess suitable character traits such as being methodological, organized and meticulous.
