About Department and Purpose of the Position

NCIS is establishing a new Stem Cell Therapy Hub (SCTH) as part of expansion of its Specialised Programmes (specifically Cellular Therapy and Haematopoietic Stem Cell Transplant) and to become a Reference Centre of Excellence. We are looking for a Head of Project and Business Management who will be responsible for 1) planning, overseeing and leading projects from ideation through to delivery, ensuring that resources are allocated optimally, and that every project meets its objectives within the set timelines, and 2) business development to identify potential leads.


The candidate will support the Facility with the execution and coordination of various projects both internally and externally. The scope of activities includes cell therapy manufacturing, stem cell transplant processing, development and improvement projects, liaison with external clients and collaborators. In addition, the candidate will lead the business development in establishing relationships with key opinion leaders within the Cell and Gene Therapy industry and perform landscape analysis to identify unmet needs within the community and innovative technology for better patient care.

 

Key Responsibilities

As part of project management, the candidate will organize and coordinate various activities (e.g. cell therapy manufacturing and testing, developmental projects, external partnership) amongst the SCTH functions including:

  • Set up and lead the liaison between external partners/clients/vendors and key internal stakeholders for SCTH projects. For example, serve as a point of contact for project related matters such as contractual issuance, quality issues, escalation of issues etc.
  • Provide project management expertise for technical operational workstreams. For example, supporting technology transfer of processes and knowledge to and from SCTH. For manufacturing related project, ensure the qualification or acceptance of manufacturing activities where required before moving into the operational phase.
  • Support cross-functional projects by preparing and maintaining comprehensive project schedules, resource plans, and budget.
  • Actively manage timelines with a clear understanding of dependencies and critical path, ensuring project milestones are met. For example, ensure timely updates to the stakeholders and deliverables within the timeline.
  • Ramp down and closure of project to ensure proper procedures are adhered to and contracts closed out, including transfer of process/method, operational data or quality documents etc.
  • Organize, facilitate, and co-lead team meetings and workshops. Develop agendas, track actions, maintain risk registers, and communicate key project information in a timely manner.
  • Support continuous improvement efforts across projects, identifying and addressing gaps and opportunities.

 

As part of business management, the candidate will identify business leads and unmet needs for collaboration, commercial and academic excellence purpose.

  • Involved in strategic planning with senior management to determine short to long term viable business model and roadmaps to achieve them.
  • Keep abreast of the current trending science in Cell and Gene Therapy (CGT) industry, and update periodically to the cross functional stakeholders within the facility.
  • Establish and maintain cordial relationship with local and international key opinion leaders (industry and academia) within the CGT industry.
  • Perform landscape analysis to identify unmet needs within the CGT industry for potential business leads.
  • Review client or collaborator proposal; present to cross functional stakeholders with recommendation and justification on the project adoption.

 

Key Requirements

  • Bachelor’s degree in sciences, or related field with preference of more than 5 years of pharmaceutical/biotech industry/Cell and Gene/Biologics/Vaccines experience in technical project management.
  • At least 2 years of leadership experience in leading a team
  • Experience and knowledgeable with cGMP Biologics facility and Quality framework.
  • Technology transfer and/or early clinical stage program experience is an advantage.
  • Project management professional certification is an advantage.
  • Able to handle multiple programs or projects simultaneously, depending on complexity and size of the programs.
  • Proactive in working on solving issues and problems.
  • Able to work in a matrix environment and handle ambiguity.
  • Able to communicate with impact, ensuring alignment and negotiating positive outcomes from various stakeholders.
