Overview:
This role will manage costing and charging functions to ensure accurate, transparent, and sustainable pricing for healthcare services. This role supports NUH’s mission to deliver value-based care by instilling cost discipline, enhancing efficiency, and driving harmonised charging practices in alignment with MOH guidelines.
Job Responsibilities:
Primary Responsibilities and Duties:
- Change Management:
- Review and recommend charge code creation in accordance with NUH's master data framework.
- Perform regular fee benchmarking against industry and MOH standards.
- Prepare fee revision recommendations and supporting analysis in compliance with pricing policies..
- Detect outliers in charging and address non-compliance issues promptly.
- Maintain service and charge rules to comply with MOH and NUH policies
- Cost Management:
- Perform regular cost benchmarking across service lines and departments, either as part of internal review or MOH National Costing Exercise.
- Monitor cost and utilisation trends.
- Identify opportunities to improve efficiency through workload and cost analysis.
- Data Analysis and Insights:
- Prepare reports and dashboards for management review and MOH submissions.
- Collate, clean and organise billing and costing data for analysis.
- Identify trends, patterns and anomalies in costs and charges.
- Provide costing and charging advice for new services and strategic initiatives.
Secondary Responsibilities and Duties:
- Provide guidance and mentorship to junior staff (up to 2 direct reports).

- Liaise with NUHS and MOH on ad-hoc data and analysis requests and clarification.
- Engage effectively with operational departments to gather requirements and explain costing/charging implications.
- Other ad-hoc projects or duties as assigned by Reporting Officer.
Job Requirements:
- Qualification:
- Degree in Accountancy, Business, Statistics, IT or equivalent.
- Professional certifications (e.g. SAP, data analytics) are advantageous, but not required.
- Experience:
- At least five years of relevant working experience in finance, data analysis, or healthcare administration, preferably with exposure to healthcare or government reporting.
- Skills:
- Proficiency in Microsoft Office tools. Advanced Excel skills including pivot tables, complex formulas, and data modelling. Experience with data visualisation tools (e.g. Power BI, Tableau) is a plus.
- Experience with ERP systems and strong aptitude for learning new healthcare-specific platforms and adapting to evolving technology requirements.
- Able to work independently, results-oriented, and self-motivated.
- Good listening, communication and interpersonal skills.
- Willing to learn and impart knowledge.
- Collaborative and a team player.
- People management skills including mentoring junior staff and effectively engaging with stakeholders across all organisational levels.
