Overview:

 

The Executive and above for Strategic Planning plays a pivotal role in driving the Department of Medicine’s strategic priorities, workforce planning, and operational excellence. The role is responsible for supporting long‑term departmental planning, monitoring key performance indicators, and coordinating strategic initiatives aligned with NUH’s institutional goals.

In addition, the role oversees and administers HR and manpower‑related matters for clinicians (including consultants, associate consultants, resident physicians, and medical officers), ensuring efficient deployment, timely processing of HR actions, and strong stakeholder engagement.

This dual‑portfolio role is ideal for an individual who enjoys strategic thinking while remaining hands‑on with people‑related processes in a dynamic clinical environment.

 

Key Responsibilities:

 

1. Strategic Planning & Departmental Development

  • Support the development and tracking of the Department of Medicine’s annual strategic workplan.
  • Conduct data-driven analyses to support decision‑making (e.g., workload trends, manpower demand, service utilisation, productivity indicators).
  • Collaborate with clinical leads and operations teams to identify strategic gaps, growth opportunities, and service redesign needs.
  • Prepare reports, presentation decks, and strategy papers for department, cluster, and institutional committees.
  • Coordinate strategic projects (e.g., care transformation, digital initiatives, quality improvement), ensuring timely execution and cross‑departmental alignment.
  • Monitor departmental KPIs, performance metrics, and follow-up actions.
  • Incorporate financial and resource implications into strategic analyses, proposals, and departmental plans to support sustainable decision‑making.
  • Participate in committees and other tasks as and when assigned by Reporting Officer.

 

2. Clinician HR & Manpower Management

  • Manage the full spectrum of clinician HR processes in the department, including recruitment, onboarding, reappointment, credentialing, confirmation, and contract administration.
  • Plan and coordinate clinician manpower deployment in collaboration with Division Heads and HR Business Partners.
  • Track clinician entitlements, leave, training and exam support, professional development, and compliance requirements.
  • Serve as the main point-of-contact for clinician HR matters, ensuring timely communication and resolution of HR issues.
  • Maintain updated clinician records and support HR audits or institutional reviews.
  • Work closely with Corporate HR, Academic Office, and residency programmes on manpower planning and rotation needs.
  • Participate in committees and other tasks as and when assigned by Reporting Officer.

 

3. Stakeholder Engagement & Communication

  • Build strong relationships with clinical leaders, administrative teams, Corporate HR, and external partners.
  • Facilitate clear and timely communication of HR policies, institutional updates, and departmental initiatives to clinicians.
  • Support engagement activities, clinician appreciation events, and departmental retreats as needed.
  • Participate in committees and other tasks as and when assigned by Reporting Officer.

 

4. Operations & Administrative Support

  • Oversee administrative processes that support the Department of Medicine’s operations.
  • Ensure governance compliance in documentation, approvals, and communication channels.
  • Support budget planning, financial tracking, and resource allocation discussions, ensuring alignment with approved financing and governance frameworks.
  • Participate in committees and other tasks as and when assigned by Reporting Officer.

 

5. Financing & Financial Governance

  • Support departmental financial planning, budget formulation, and expenditure tracking in alignment with NUH and cluster financing frameworks.
  • Coordinate and prepare financial justifications, business cases, and funding proposals for new initiatives, manpower requests, service expansion, or transformation projects.
  • Track and monitor utilisation of allocated funds, grants, and special financing schemes to ensure compliance with approved budgets and governance requirements.
  • Support financing governance processes, including documentation, approvals, and reporting to department, cluster, and institutional finance committees.
  • Work closely with Finance, Operations, and Clinical Leads to ensure financial implications are considered in strategic and manpower planning decisions.
  • Assist in monitoring cost drivers, productivity indicators, and value‑based care metrics to support financially sustainable service delivery.
  • Ensure adherence to internal controls, audit requirements, and institutional policies related to funding and financial management.
  • Participate in committees and other tasks as and when assigned by Reporting Officer.

 

Job Requirements:

 

  • Degree in Business Administration, Healthcare Administration, Human Resources, or related disciplines.
  • Prior experience in healthcare, strategic planning, or HR management is preferred.
  • Strong analytical, problem‑solving, and project management skills.
