Overview:

 

We are seeking an experienced Infrastructure Planning Leader to helm the Infrastructure Planning Section within the NUH Development Office. In this strategic role, you will lead the planning, design coordination and delivery of the NUH Redevelopment, ensuring NUH’s operational, clinical, and long-term infrastructure needs are met.

 

You will work closely with consultants, contractors, and internal stakeholders to drive clarity, alignment, and solutions throughout the design, construction, and post-construction phases—ultimately contributing to the development of a future-ready hospital environment.

 

Key Responsibilities:

 

  1. Strategic Planning & Stakeholder Coordination:
    • Lead and track infrastructure planning requirements, ensuring timely input and alignment across consultants, employer's agents, users, contractors and other parties.
    • Guide clinical and operational users through the end-to-end planning process to ensure functional, safe and efficient hospital designs.
    • Facilitate productive discussions to address planning, medical equipment intergration, and facilities maintenance considerations.
  2. Design, Construction & Post-Construction Management:
    • Lead, coordinate and manage user requirements throughout design, construction, and post-construction phases.
    • Oversee and ensure accuracy of milestone documents, meeting records, sign-offs and approvals.
    • Address site matters and support resolution of user issues alongside consultants and contractors.
  3. Governance, Budget & Process Excellence:
    • Participate in budget planning and cost control discussions, ensuring proposed designs meet budget and timeline expectations.
    • Ensure project administration aligns with NUHS and cluster policies, supported by clear and robust documentation.
    • Drive consistant information sharing and serve in project secretariat roles when required.
  4. Strategic Advisory & Continuous Learning:
    • Stay updated on healthcare planning trends, emerging technologies and best pratices to guide hospital development direction.
    • Undertake other responsibilities supporitn hospital development as assigned.

 

Job Requirements:

 

  • Bachelor's degree in Constructive Management, Architecture, Civil & Structural, Mechanical or Electrical Engineering, or other built-environment disciplines.
  • At least 15 years of relevant experience, ideally with project management background in public sector infrastructure or major healthcare facilities.
  • Strong leadership capabilities with the ability to influence, guide, and unify diverse stakeholders.
  • Proven analytical and project management skills, with experience driving complex, multi-stakeholder initiatives.
  • Excellent interpersonal and communication skills, with the ability to engage users, consultants, and contractors effectively.
  • Highly organised, resourceful, self-driven and able to manage multiple priorities in a fast-paced environment.
