Overview
The applicant will lead a team to perform the responsibilities of end-to-end funding allocation and grant finance for the NUHS Research Office. The applicant is expected to be hands-on, possess problem solving skillsets and respond quickly to various stakeholders in a dynamic environment.
Responsibilities
Research Grant
- Provide financial support for research grants at NUHS cluster level
- Ensure grant claims are submitted promptly and accurately to external funding agencies
- Reply to queries from funding agencies on claims submitted
- Prepare financial reports and projections requested by funding agencies and other internal finance departments
- Liaise with financial shared services on grant claim submission
- Manage and allocate funding for internal grants awarded
- Fund disbursement and reimbursement of claims submitted for internal grants
Cost Centre Finance and Procurement
- Oversee and support finance related matters for the NUHS Research Office cost centre
- Oversee procurement matters for the NUHS Research Office
- Prepare annual department cost centre budget submission and track expenditures
- Ensure department procurement and payments comply with policies and procedures
- Develop simple systems to better track Research Office expenditures
Governance
- Manage all external and internal annual grant audits and ensure that audit reports are submitted on time
- Lead policy reviews for research related finance policies
- Conduct various departmental adhoc checks related to research finance
- Ensure grant expenditure complies with corporate policies, accounting standard, GST regulations and all relevant Acts.
Work Processes and Projects
- Streamline work processes and implement internal control
- Develop SOPs and work instructions
- Explore work improvement projects
Clinical Trial Accounts
- Facilitate clinical trial account creation
- Responsible for monitoring timely closure of expired clinical trial accounts
- Ensure account creation and closure comply with institution’s policy and procedures
Analysis of Research Spends across NUHS
- Lead the analysis of research spends across NUHS including identifying critical data sets and stakeholders
- Define inequalities in spending and requirements and highlight to Senior management for resolution.
Key Requirements
- Degree in Accountancy or equivalent with 8-10 years of experience in finance related work
- Experienced in handling grant finance
- Proficient in SAP and Microsoft applications
- Experienced in leading a diverse team
- Able to work independently with the ability to multi-task in a fast-paced environment
- Familiar with implementation of internal controls and work process
