Manager, Human Resource
Reporting to the Deputy Director, the incumbent is responsible for Employee Relations & Industrial Relations as well as business partnering. The incumbent manages the organisation’s employee relations activities including disciplinary matters and investigations. The incumbent will collaborate and partner the union to enhance labour relations with an aim to foster positive work environment. The incumbent also acts as a business partner to one of NUHS business entities.
Employee Relations Management
- Served as primary liaison for employee grievances and disciplinary matters, ensuring concerns are addressed through established channels as well as with NUHS Cluster Group and external authorities such as MOH.
- Champion a fair and consistent disciplinary framework that aligns with corporate governance and legal obligations.
- Lead investigation and resolutions of workplace conflicts, grievances, and disciplinary cases with impartiality and precision.
- Partner with Legal and HR professionals to ensure compliance with corporate policies and legislative mandates.
Policy Development & Training
- Collaborate with NUHS Group HR to evaluate and refine HR policies governing employee conduct and disciplinary protocols.
- Design and deliver targeted training programmes that empowers leaders and employees in conflict resolution, disciplinary procedures, and ethical decision-making.
- Drive a culture of continuous learning in the organization with skills and knowledge to navigate complex workplace dynamics effectively.
Records and Data Analysis
- Oversee the consolidation of all disciplinary cases within the organisation, ensuring comprehensive record-keeping and data integrity.
- Conduct in-depth analysis and trend assessments to identify pattens to drive HR interventions.
- Serve as principal authority for case verifications, ensuring accuracy, consistency, and alignment with corporate governance.
Industrial Relations
- Develop and implement industrial relations strategies that align seamlessly with corporate policies and legal framework.
- Act as strategic bridge between management and employees, to foster a positive work environment, with trust, collaboration, and workplace harmony.
- Navigate and resolve labour disputes with diplomacy and precision, ensuring equitable outcomes for all stakeholders.
HR Business Partner
- Serve as a trusted HR advisor to a business entity, guiding business leaders in manpower planning and budgeting as well as the full spectrum of employee life cycle activities. These include performance management and promotion exercises; employee engagement; talent management and succession planning; grievance and disciplinary management; off-boarding matters; and general employee queries.
Job Requirements
- Bachelor’s degree preferably in Human Resources, Business Management, or related field.
- Minimum 5 to 8 years of relevant experience in managing employee relations, disciplinary management, and industrial relations.
- Experience in conducting workplace investigations and managing disciplinary processes in unionised environment.
- Knowledge of employment laws and regulations.
- Good verbal and written communication skills.
- Strong interpersonal and negotiation abilities.
- Ability to handle confidential and sensitive information with discretion.
- Possess confidence to resonate with senior management leadership – internal and external stakeholders.
- Ability to multi-task and work under tight timelines.
- Good analytical and organization skills.
