Manager, Human Resource

 

Reporting to the Deputy Director, the incumbent is responsible for Employee Relations, Industrial Relations and HR Governance.

 

Job Responsibilities:

 

a) Employee Relations Management

 

  • Serve as primary liaison for employee grievances and disciplinary matters, ensuring concerns are addressed through established channels as well as with NUHS Cluster Group and external authorities such as MOH.
  • Champion a fair and consistent disciplinary framework that aligns with corporate governance and legal obligations.
  • Lead investigation and resolutions of workplace conflicts, grievances, and disciplinary cases with impartiality and precision.
  • Partner with Legal and HR professionals to ensure compliance with corporate policies and legislative mandates. 

 

b) Policy Development & Training for General Conduct and Discipline

 

  • Collaborate with NUHS Group HR to evaluate and refine HR governance policies such as Code of Conduct, Conflict of Interest, Confidentiality as well as disciplinary protocols.   
  • Design and deliver targeted training programmes that empowers leaders and employees in conflict resolution, disciplinary procedures, and ethical decision-making.
  • Drive initiatives to level up employees’ awareness in general conduct such as potential or actual conflicts of interest that may impact their work or the organisation and professional behaviour.   
  • Drive a culture of continuous learning in the organization with skills and knowledge to navigate complex workplace dynamics effectively. 

 

c) HR Governance

  • Institution POC to NUHS Group HR for annual policy review exercises.
  • Conduct audits on HR-related policies and compliance measures. Implement governance and audit exercises such as policy review, clean-desk audit, Conflict of Interest (COI) Declaration exercise.
  • Prepare audit findings and recommendations on follow-up actions to CHRO and management. Advise and coach HR Business Partners on reviewing and managing COI declarations.
  • POC for all external and internal HR audits to NUHS Group HR as well as internal and external auditors.
  • HR representative in the organisation’s Data Governance and Protection Network and Risk Champion Network. 

 

d) Records and Data Analysis

 

  • Oversee the consolidation of all disciplinary cases within the organisation, ensuring comprehensive record-keeping and data integrity.
  • Conduct in-depth analysis and trend assessments to identify pattens to drive HR interventions.
  • Serve as principal authority for case verifications, ensuring accuracy, consistency, and alignment with corporate governance.

 

e) Industrial Relations

 

  • Develop and implement industrial relations strategies that align seamlessly with corporate policies and legal framework.
  • Act as strategic bridge between management and employees, to foster a positive work environment, with trust, collaboration, and workplace harmony.
  • Navigate and resolve labour disputes with diplomacy and precision, ensuring equitable outcomes for all stakeholders.

 

 

Job Requirements:

 

  • Bachelor’s degree preferably in Human Resources, Business Management, or related field. 
  • Minimum 5 to 8 years of relevant experience in managing employee relations, disciplinary management, and industrial relations. 
  • Experience in conducting workplace investigations and managing disciplinary processes in unionised environment.
  • Knowledge of employment laws and regulations.
  • Good verbal and written communication skills.
  • Strong interpersonal and negotiation abilities.
  • Ability to handle confidential and sensitive information with discretion.
  • Possess confidence to resonate with senior management leadership – internal and external stakeholders.
  • Ability to multi-task and work under tight timelines.
  • Good analytical and organization skills.
