Manager, Organisational Development
(Tengah General and Community Hospital)

The job holder will support organisational development (OD) work for TGCH over the years as TGCH evolves from a building phase to opening and sustaining performance in the long term. This role is responsible for designing, delivering, and improving people, culture, and organisational effectiveness initiatives that strengthen leadership capability, enhance team performance, and build a cohesive, values-driven culture that is aligned with TGCH purpose. He/she will lead OD programs, partner with various leads on capability and team needs, and support broader change initiatives. This individual mainly works with various internal stakeholders to lead, plan and ensure alignment of organisational goals at all levels.

 

Job Description:

 

Organisational Development – Strategic Planning

  • Partner TGCH leadership to develop and refresh OD strategic plans, with a focus on articulating and embedding desired values and a shared purpose.
  • Drive co-creation with internal stakeholders to derive shared goals and alignment across leadership direction, strategy, and operational needs.
  • Support the adoption and sustained practice of culture/purpose/values through organisation-wide alignment, reinforcement mechanisms, and measurement of progress.
  • Define, track, and report OD outcomes and success metrics to guide prioritisation and continuous improvement.


Planning and Execution of OD Activities (Change Management Focus)

  • Partner TGCH leadership to plan, prioritise, and coordinate OD roadmaps and annual/quarterly activity plans.
  • Coordinate and implement OD interventions with in-house and out-sourced support (e.g. facilitation, content development, diagnostics), ensuring quality, timelines, and follow-through.
  • Lead change management planning and execution (e.g. stakeholder analysis, communications, readiness and training plans, toolkits, and post-implementation reinforcement) for OD and organisation-wide initiatives.
  • Design and develop learning experiences and interventions to help improve overall organisation effectiveness.


Staff Engagement Activities

  • Engage internal stakeholders (e.g. HR and Communications) to design and deliver staff engagement activities across key milestones (e.g. nesting period and beyond).
  • Support leadership development and employer branding/recruitment engagement initiatives (e.g. leadership touchpoints, roadshows, onboarding/assimilation activities) in partnership with HR and business leads.
  • Coordinate engagement with external parties (e.g. partners, vendors, community or professional bodies) to support culture-building, capability-building, and recruitment/branding activities, as relevant.

 

Job Requirements:

  • Bachelor's degree in Business, or a related field.
  • At least 8 years of relevant working experience in service/healthcare industry, with at least 3 years in supervisory/management level. Experience in organisation wide transformation or change management for at least 2 years will be a strong advantage.
  • Ability to work in a fast paced and dynamic work environment, quick thinker and an effective problem solver. Calm, decisive, and resilient in high-pressure situations.
  • Attention to detail, ability to prioritise workload, be well organised and multi-task in a smart and timely fashion.
  • Possess strong analytical, communication, written and presentation skills.
  • Ability to work independently, in a team and across teams with minimal supervision.
  • Possess exceptional interpersonal and communication skills with the ability to develop strong working relationship at various levels.
  • Proactive attitude and determination to ensure required outcomes are achieved and takes responsibility.
  • Strong leadership qualities with the ability to motivate and nurture the team to meet institutional goals.
  • Tech-savvy with an ability to learn new software and other relevant programs.
