Manager, Planning and Strategy

(Tengah General and Community Hospital)

 

The job holder will support the Lead (Planning & Strategy) in developing the hospital overall plans for TGCH over the years as TGCH evolves from a building phase to opening, and sustaining performance in the long term. This individual mainly works with various internal stakeholders to lead, plan and ensure alignment of organisational goals at all levels.

 

Job Description:

 

Strategic Planning & Execution

  • Support TGCH leadership and develop strategic plans for hospital key initiatives, partnerships and/or projects.
  • Assess current issues and forecast future trends in healthcare delivery, patient demographics and manpower challenges.
  • Work with internal stakeholders to ensure leadership direction and vision, strategic objectives are aligned with operational needs and execution.
  • Develop, maintain and update key milestones and timeline of activities towards TGCH opening, as well as work with all stakeholders to develop action plans and keep everyone on track.
  • Support all planning activities prior to TGCH opening, operationalisation as well as maintain delivery of care as TGCH opens.

 

Coordinate key activities and monitor timelines for TGCH opening & ramp-up

  • Engage with key external and internal stakeholders such as vendors, external agencies (not including community partners), and internal to TGCH to ensure alignment with strategic goals.
  • Develop a master timeline for the hospital in coordination with internal TGCH stakeholders from all areas and job groups to devise a practical timeline for the readiness of the opening activities.
  • Support end‑to‑end planning of TGCH’s opening and ramp‑up activities, ensuring key operational milestones, resource needs, and timelines are met.
  • Work closely with workgroups to consolidate ramp‑up requirements, activation plans, staffing demands, and commissioning schedules.
  • Maintain a coordinated ramp‑up roadmap, proactively identifying risks and facilitating mitigation across stakeholders.
  • Track progress, surface potential delays, and provide timely updates to leadership and workgroup leads.

 

Coordinate key activities for TGCH staff nesting

  • Coordinate staff nesting placements across clinical and non‑clinical areas to ensure adequate hands-on exposure ahead of TGCH opening.
  • Develop a structured attachment framework, including setting up of the processes for entry and exit.
  • Devise a plan for matching of staff to host institutions, monitoring progress, and ensuring attachments meet learning objectives.
  • Track readiness indicators and highlight risks, gaps, and dependencies.

 

Stakeholder Engagement & Coordination

  • Serve as the central coordination point between TGCH, NUH/NHCS/NUHS partners, clinical leads, HR, Ops, and external training institutions.
  • Facilitate meetings, workgroup discussions, and cross-functional planning to ensure alignment and timely execution of deliverables.
  • Prepare regular status reports, dashboards, and briefing materials for internal governance meetings.

 

Analytics-Driven Performance Management & Improvement

  • Direct the development of reporting of TGCH hospital performance metrics as required.
  • Use of analytics to review, report and improve key metrics on an ongoing basis.
  • Initiate key improvements needed in various metrics.
  • Implement robust management and contingency planning measures as needed.

 

Job Requirements:

  • Bachelor’s degree in Science, Business or Engineering preferred.
  • At least seven years’ working experience in service/healthcare industry, with minimum three years in a supervisory/management role. Candidates with more accumulated years of experience may be considered for a Senior Manager position.
  • Ability to work in a fast paced and dynamic work environment, quick thinker and an effective problem solver. Calm, decisive, and resilient in high-pressure situations.
  • Attention to detail, ability to prioritise workload, be well organised and multi-task in a smart and timely fashion.
  • Possess strong analytical, communication, written and presentation skills.
  • Ability to work independently, in a team and across teams with minimal supervision.
  • Possess exceptional interpersonal and communication skills with the ability to develop strong working relationship at various levels.
  • Proactive attitude and determination to ensure required outcomes are achieved and takes responsibility.
  • Strong leadership qualities with the ability to motivate and nurture the team to meet institutional goals.
  • Tech-savvy with an ability to learn new software and other relevant programs. Experience in data analytics applications will be an advantage.
