Role Overview:
The Manager, Recruitment Excellence & Experience leads NUHS cluster-wide recruitment transformation by shaping and delivering a future-ready recruitment strategy across NUHS institutions. This role drives end-to-end recruitment operations excellence through process optimisation, digital and AI enablement, and recruitment policy governance, in partnership with HR stakeholders and the HR Tech team. The incumbent collaborates closely with NUHS institutions and MOHH to strengthen hiring outcomes, build critical talent pipelines, elevate candidate and onboarding experience, and embed sustainable change across the cluster.
Key Responsibilities:
1. Strategic Transformation in Recruitment Strategy
- Lead implementation of a NUHS cluster-wide recruitment strategy and standards to drive consistency, scalability, and efficiency
- Align recruitment approaches to future healthcare workforce needs, including critical role identification and pipeline planning
- Partner institutional stakeholders to shape and deliver forward-looking hiring plans and talent initiatives
2. Recruitment Operations & Candidate Experience
- Review, standardise, and improve end-to-end recruitment processes to strengthen efficiency, consistency, and quality of hire
- Design and roll out recruitment toolkits (e.g., interview guides, assessment frameworks) to enable effective hiring decisions
- Optimise sourcing, selection, and offer processes using best practices to improve speed and candidate experience
- Diagnose bottlenecks and implement scalable solutions to reduce time-to-hire and improve hiring outcomes
- Design and implement a consistent, digitally enabled candidate experience across the NUHS cluster
- Improve onboarding journeys, including welcome communications and onboarding kits, to support new hires
- Increase candidate engagement, transparency, and satisfaction through initiatives informed by feedback and data
3. Digital, AI & Talent Intelligence
- Lead optimisation and continuous improvement of the Applicant Tracking System (ATS) and related recruitment platforms
- Evaluate and implement AI-enabled solutions (e.g., CV screening, matching, chatbots, scheduling automation, in-house Hiring AI tool)
- Apply AI and analytics to enable predictive hiring, talent insights, and data-driven decision-making
- Partner the HR Tech team to deliver automation, integrations, and digital enhancements across the recruitment lifecycle
- Drive adoption and capability building in digital and AI tools across NUHS institutions
- Maintain recruitment dashboards and analytics, and build targeted talent pipelines for critical roles across NUHS institutions
- Use data and market intelligence to generate actionable talent insights (e.g., recruitment trends, competitor landscape, workforce analytics) to inform hiring decisions
4. Policies, Governance & Compliance
- Provide policy stewardship by developing, reviewing, and maintaining recruitment policies and guidelines across the NUHS cluster
- Ensure compliance with fair hiring practices, data protection requirements, and audit expectations
5. Stakeholder Collaboration, Change & Delivery
- Serve as a strategic partner to HRBPs, recruiting teams, and business leaders to align and strengthen recruitment practices across NUHS institutions
- Influence senior stakeholders to adopt advanced recruitment practices and digital/AI solutions
- Build recruitment capability through AI and analytics adoption, and lead change management to embed improved processes and behaviours
- Enable cross-institution collaboration to share best practices and drive continuous improvement
- Lead and deliver large-scale recruitment transformation programmes, including system implementations and process redesign
- Oversee cluster procurement for recruitment-related services (e.g., recruitment agencies, LinkedIn, job portals, background screening vendors)
- Develop and govern project plans, timelines, budgets, and stakeholder engagement to ensure on-time, in-scope delivery
6. MOHH Talent Pipeline Initiatives & Projects
- Collaborate with MOHH on national talent pipeline initiatives and operationalise pipeline strategies across the NUHS cluster
- Manage MOHH project deliverables and reporting, and represent NUHS in Recruitment Workgroup discussions (e.g., CEN, INOP and other nursing recruitment initiatives)
Requirements:
Education & Experience
- Bachelor’s degree in human resources, Business Administration, or related field
- Minimum 6–8 years of experience in talent acquisition/recruitment operations, with strong exposure to recruitment transformation, Centre of Excellence (CoE), or strategic HR roles
- Proven experience in leading large-scale transformation, recruitment process design, or cross-institutional initiatives
- Experience working in large, complex organisations; healthcare sector experience preferred. Familiarity with public healthcare workforce initiatives and MOHH frameworks is an advantage
- Demonstrated experience in implementing AI-assisted recruitment tools and digital transformation initiatives
- Hands-on experience with SAP SuccessFactors, other Applicant Tracking Systems (ATS), and workflow automation tools such as Power Automate
