About Department and Purpose of the Position

Reporting to the Head, Plans and Admin Section, the Senior Assistant Manager is responsible for supporting executive office operations within the Senior Management Office and contributes to executive governance, organisational coordination, project management and office administration.

The role serves as a key liaison between members of the Executive Leadership Team, corporate functions and external stakeholders, ensuring effective executive support, timely follow-through of leadership decisions and smooth operations of the Senior Management Office.

The Senior Assistant Manager is expected to operate independently in a dynamic executive environment, exercising sound judgement, coordinating complex stakeholder engagements, supporting organisational priorities and leveraging digital and AI-enabled tools to enhance productivity and service delivery.

The role also contributes actively to an integrated Senior Management Office model, working collaboratively with colleagues supporting members of the Executive Leadership Team to ensure seamless operations, resilience and service excellence across the office.

 

Key Responsibilities

Executive Leadership Support and Office Management (40%)

  • Support members of the Executive Leadership Team in managing institutional commitments, priorities and engagements.
  • Manage calendars, appointments, meetings, official visits and stakeholder engagements.
  • Coordinate local and overseas travel arrangements and itineraries.
  • Track action items and ensure timely follow-up of matters requiring leadership attention.
  • Coordinate and quality-check briefing materials for leadership review.
  • Support preparation of executive presentations, talking points and communication materials.

 

Project Management and Organisational Coordination (25%)

  • Lead and coordinate projects assigned by the Executive Leadership Team or Head, Plans and Admin Section.
  • Develop project plans, timelines and implementation schedules.
  • Coordinate stakeholders across departments and corporate functions to achieve project objectives.
  • Track deliverables, risks and dependencies.
  • Prepare progress updates, reports and recommendations for leadership review.
  • Support implementation of organisational priorities and transformation initiatives.

 

Executive Governance and Planning Support (15%)

  • Support executive governance platforms including Staff Group, leadership meetings, strategic retreats and management forums.
  • Coordinate preparation and submission of briefing papers, reports and presentations.
  • Maintain governance records, action trackers and decision logs.
  • Monitor progress and follow-through of leadership decisions and institutional priorities.

 

Digital Transformation and AI-Enabled Productivity (10%)

  • Leverage Microsoft 365, Copilot and AI-enabled tools to improve productivity and service delivery.
  • Identify opportunities for automation and process improvement.
  • Support development of dashboards, trackers and digital solutions for executive office operations.
  • Champion digital innovation and adoption of technology within the Senior Management Office.
  • Promote data-informed decision-making and modern ways of working.

 

Administration and Resource Stewardship (10%)

  • Support procurement, budget administration and contract-related matters.
  • Assist with manpower, establishment and resource planning activities.
  • Support audit, compliance and records management requirements.
  • Coordinate office-wide administrative and operational matters.

 

Key Requirements

    • Degree in Business Administration, Healthcare Management, Public Administration, Communications, Information Management or related discipline.
    • Minimum 5 to 8 years of relevant working experience.
    • Experience supporting senior management, executive leadership or executive offices preferred.
    • Demonstrated experience in project management and organisational coordination.
    • Experience in governance, strategic implementation, administration or stakeholder management preferred.
    • Experience in healthcare, public service, higher education or large matrix organisations would be advantageous.
    • Strong understanding of executive office operations, with the ability to manage complex and sensitive matters independently.
    • Good judgement, problem-solving skills and ability to anticipate issues and recommend solutions.
    • Proven ability to manage projects, organisational initiatives and multiple workstreams concurrently.
    • Strong planning, coordination and execution skills.Excellent interpersonal and stakeholder management skills, with the ability to work effectively with senior leaders and diverse stakeholders.
    • Strong written and verbal communication skills, including the ability to prepare briefing materials, reports and presentations.
    • Able to synthesise complex information into concise and actionable insights.
    • Proficient in Microsoft 365 applications, with familiarity in Microsoft Copilot and AI-enabled productivity tools.
    • Experience with automation, workflow tools, dashboards or analytics platforms would be advantageous.
    • Collaborative team player with a service-oriented mindset and willingness to support cross-coverage, knowledge sharing and continuous improvement.
