Senior/ Assistant Manager, Service and Operations (IDEC)
As a Senior/ Assistant Manager in the Service and Operations department at National University Polyclinics, you will support the delivery of important healthcare building projects. Your role will involve planning, managing, and completing polyclinic construction and renovation works. You will focus on ensuring successful project outcomes and operational readiness, with attention to building systems and project handover processes. This position offers a chance to improve healthcare facilities and services for the community through your expertise in infrastructure development.
You will be responsible for the following:
- Support large-scale infrastructure projects, assisting in developing Schedule of Accommodation (SOA) and infrastructure design, including various building systems, to maximise efficiency and service standards.
- Help execute projects according to plans, timescales, and budgets, implementing innovative and sustainable practices while ensuring quality standards are met across all project aspects.
- Assist in managing project budgets, including cost control measures, financial reporting, and contributing to financial planning processes.
- Support procurement processes, including tender preparation and bid evaluation for various services and renovations. Assist in managing contracts throughout the project lifecycle.
- Support risk management strategies, participate in assessments, and help ensure compliance with relevant regulations and standards.
- Assist in establishing quality control measures, conduct pre-inspections, and oversee Testing and Commissioning (T&C) processes for various building systems.
- Facilitate smooth handover of new buildings and renovations, ensuring all systems meet required standards before operational use.
- Support stakeholder relationship management including ministries, clinicians, consultants and contractors. Contribute to effective communication and assist in preparing comprehensive project status reports.
- Work collaboratively within the project team, supporting staff across all disciplines and contributing to a high-performance environment.
- Perform other duties as assigned by the reporting officer, supporting overall departmental objectives.
Requirements
- Degree in a relevant field such as M&E Engineering, Architecture, Building Science, Construction Management, or related disciplines
- Minimum 3 years' experience in project management, preferably in healthcare or relevant large-scale construction settings
- Strong background in building systems, construction processes, and project tail-end processes (T&C, handover)
- Proficiency in project management software and relevant technical tools
- Excellent communication skills and ability to manage diverse stakeholders effectively
- Knowledge of healthcare facility requirements and Singapore building regulations (advantageous)
- Ability to work in a fast-paced environment, manage multiple priorities, and drive innovative solutions
- Strong analytical, problem-solving, and teamwork skills
