Senior Assistant Manager, Human Resource, Tengah General and Community Hospital (Administration and Ancillary)

 

In this role, you are a strategic HR Business Partner (HRBP) to our Administration and Ancillary teams in Tengah General and Community Hospital (TGCH). You will partner closely with the Administration and Ancillary Leads and stakeholders in aligning our strategic HR programmes and initiatives with the hospital’s as well as departments’ objectives to drive organisational excellence and build a future ready and agile workforce. You will be responsible for the full spectrum of HRBP functions spanning manpower planning; talent acquisition; performance management; retention and rewards; talent management and succession planning; learning and development; and employee engagement and relations. In addition, you will be involved in TGCH nesting plans and HR projects such as policy and process reviews when required.

 

Job Responsibilities

  • Work closely with Administration and Ancillary Leads in the projection of manpower requirements and review hiring requests.
  • Partner HR Talent Acquisition team to pro-actively plan targeted recruitment strategies in alignment with the Administration and Ancillary Leads’ manpower work plans and meet their manpower demands.
  • Support in the end-to-end recruitment process led by the HR Talent Acquisition Lead, including recruitment outreach events, sourcing, interview, selection, salary offers and on-boarding of new staff.
  • Manage and drive efficiency for end-to-end HR operations in support of Administration and Ancillary staff.
  • Provide professional advice on the interpretation of HR policies, procedures and legislation relating to Administration and Ancillary staff.
  • Work with NUHS Group HR Centres of Excellence (COEs) in reviewing HR policies and making recommendations to ensure that they are relevant for TGCH and in compliance with the regulatory requirements.
  • Conduct regular review and improvements on HR workflow processes and procedures.
  • Partner with the HR Performance and Reward team to coordinate the annual promotion exercises (main and off-cycle) and annual TPM appraisal exercises for Administration & Ancillary staff and work closely with the Administration and Ancillary Leads to review promotion recommendations to ensure meeting of criteria. 
  • Partner with the HR Talent Management Lead and Administration and Ancillary Leads in annual talent identification and succession planning exercises.
  • Analyse attrition trends, including conducting exit interviews with resigning staff, to establish critical issues to address and collaborate with Administration and Ancillary Leads in intervention measures to improve staff retention.
  • Provide advisory support to Administration and Ancillary Leads on staff disciplinary issues or grievance handling including secretariat support for the investigations.  
  • Partner the HR Learning and Development Lead in the planning and delivery of learning programmes for staff’s development and post appraisal interventions as well as promote a culture of continuous learning.
  • Any other ad-hoc projects when assigned.

 

Job Requirements

  • A university degree, preferably in Business Administration, Human Resource, or its related discipline.
  • Minimum 5 years of relevant experience in HR Business Partnering with proven track record. Experience in the healthcare sector will be an added advantage. Candidates with more years of relevant experience may be considered for Manager position.
  • Ability to work in a fast paced and dynamic work environment, quick thinker and an effective problem solver. 
  • Ability to prioritise workload, be well organised and multi-task in a smart and timely fashion. 
  • Possess strong analytical, communication, written and presentation skills.  
  • Strong interpersonal skills with the ability to build positive relations with different stakeholders. 
  • Team-oriented with a high degree of initiative and independence. 
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Tech-savvy and keen to learn new software and other relevant programmes.
