The Opportunity:
We are looking a Senior Assistant Manager (Allied Health HRBP) to join us.
The incumbent will partner and work closely with HODs and line managers of assigned Allied Health Professional (AHP) departments, to provide HR advice, support and service delivery in the key areas to support business objectives:
Manpower Planning and Operations
- Collaborate with Allied Health Division, respective AHP HODs and line managers in projection of manpower estab and review hiring request. Partner with Talent Acquisition team to preplan forward hiring for projected attrition.
- Provide HR advisory support to AHP HODs and line managers on performance management, people management, and policy implementation to ensure compliance with organizational policies and regulations.
- Conduct exit interview to establish and find out issues relating to staff retention and satisfaction.
- Responsible for the preparation and delivery of departmental reports for assigned JHC divisions and their supporting functions.
- Responsible for annual/bi-annual mass renewal of practicing certificate for all existing AHP/Pharmacists.
- Responsible for all HR operational matters relating to the assigned division/ departments, with support from Group Shared Services (GSS) (where applicable).
- Collaborate with GSS on:
- Preparation for Allied Health headship responsibility allowance payment, renewal of contracts, re-employment, confirmation, and transfer cases, and change in appointment.
- Appeal for work pass.
- Billing and payment for AHP/Pharmacists’ services (Master Service Agreement, secondment to MOH).
- Payment of built-in quantum for higher qualification attainment.
Compensation and Benefits
- Partner with Performance & Reward team to coordinate the promotion exercise twice per year (main and off-cycle) and annual TPM appraisal exercises for AHPs and Pharmacists.
- Work closely with Allied Health Division and AHP HODs to review promotion recommendations to ensure meeting of criteria.
- Responsible for gathering information from Allied Health Division and HODs to support compensation review and payment harmonisation practices exercises led by Performance & Reward team.
- Address staff queries on compensation matters, with support from Performance & Reward team.
Performance/Talent Management, Succession Planning & Employee Development
- Partner with Talent Management Specialist and Allied Health HODs of assigned departments in annual talent identification and succession planning exercise.
- Work with Allied Health Division and Talent Management Specialist on development posting opportunities for identified talents and potential successors.
Employee Relations, Engagement & Change Management
- Provide advisory support to Allied Health HODs on staff disciplinary or grievance handling including secretariat support for the investigations.
- Support Allied Health Division and HODs in providing recommendation of interventions to improve employee engagement.
- Engage relevant HR functional teams for support (where required).
Others
- Partner AHP HODs to provide advice and guidance in the Master Service Agreement for Allied Health Professionals and Pharmacists secondment.
- Act as the point of contact with relevant internal and external stakeholders to work out the secondment terms and charges for agreement signing.
- Support activities related to secondment arrangement.
- Represent the Allied Health HR team in meetings and assigned projects, providing expertise and oversight to achieve project objectives.
- Coordinate meetings and preparation of agenda and minutes of meeting.
- Support Annual Budget Planning exercise and submission of accruals.
- Participate in policy review and paper preparation.
- Any other projects assigned.
Job Requirements:
- Minimum 4 years of relevant HRBP experience with good understanding of day-to-day HR operations, and familiar with Employment Act and HR related legislations.
- Bachelor’s degree from a recognized university, preferably in HR, Business Administration.
- Post-graduate diploma in human resource management or IHRP Certified Professional (IHRP-CP) preferred.
- Proficient in MS Office (MS PowerPoint, MS Excel, MS Word).
- Team player with good interpersonal and communications skills with ability to influence others.
- Ability to multi-task and work independently in a fast-changing environments.
- Pro-active and able to work with internal and external stakeholders.
