About Department and Purpose of the Position
The Senior Assistant Manager / Manager will independently manage assigned Operations Centre portfolios and projects in support of hospital-wide emergency preparedness, incident coordination and operational readiness. The role will support the development and implementation of plans, Standard Operating Procedures (SOPs), exercises, Ministry of Health (MOH) taskings, readiness reporting and cross-functional preparedness initiatives. The incumbent is expected to work across clinical and non-clinical departments and to translate operational requirements into practical, executable arrangements. The incumbent may also have opportunities to lead selected complex cross-functional workstreams, provide management recommendations, guide junior staff and represent Ops Centre in designated forums.
Key Responsibilities
Primary Responsibilities
Emergency Prepared Planning and SOP Management
- Manage assigned emergency preparedness portfolios, plans, SOPs and workflows.
- Coordinate cross-department reviews, consolidate inputs and track actions.
- Assess MOH / NUHS requirements against existing NUH arrangements and prepare gap analyses / implementation considerations.
Exercises, Training and Readiness Validation
- Plan and coordinate tabletop, ground deployment, functional or full-scale exercises.
- Support scenario development, exercise documentation, After Action Reviews and action tracking.
Incident Coordination and Ops Centre Readiness
- Support Ops Centre activation, incident coordination, situation reporting and post-incident reviews.
- Maintain familiarity with command-and-control, communication and escalation arrangements.
MOH / NUHS Taskings and Governance
- Coordinate assigned MOH / NUHS taskings and prepare submissions / management updates.
- Support governance forums, secretariat work and readiness reporting.
Cross-Functional Projects and Stakeholder Management
- Manage assigned projects involving multiple departments and dependencies.
- Prepare concise briefing materials, trackers, presentations and decision papers.
Emergency Preparedness Equipment and Resources
- Support readiness, maintenance, replacement, procurement and tracking of emergency preparedness resources where assigned.
Additional Responsibilities
- Lead selected hospital-level preparedness projects / exercises and drive closure of major cross-functional gaps.
- Interpret operational implications and prepare options / recommendations for management.
- Represent Ops Centre in designated cross-functional workgroups or external forums.
- Guide junior staff and support workload allocation / quality review where assigned.
Key Requirements
- Minimu qualification of a Bachelor's Degree of any area of discipline
- Minimum 7 years of relevant working experience; prior healthcare operations, emergency preparedness, crisis / incident management, business continuity, operations planning or project management experience would be advantageous.
- Demonstrated ability to independently manage projects / workstreams and coordinate multiple stakeholders.
- Strong analytical, problem-solving and operational planning skills.
- Good written and verbal communication skills, including preparation of management updates and presentations.
- Able to work independently, manage multiple priorities and perform under pressure.
- Proficient in Microsoft Word, Excel and PowerPoint.
- Positive, motivated, service-oriented and task focused.
- Demonstrated leadership of complex cross-functional projects and/or teams, and the ability to influence senior stakeholders and provide management-level recommendations would be advantageous
