About Department and Purpose of the Position
The National University Cancer Institute, Singapore (NCIS) is a national specialist centre under the National University Health System (NUHS). It is the only public cancer centre in Singapore treating both paediatric and adult cancers in one facility.
The Senior Executive / Assistant Manager is to provide operational and administrative support for the Hematopoietic Stem Cell Therapy and Cellular Therapy (HSCT & CT) Program, ensuring smooth daily operations in compliance with international standards and improving efficiency to enhance patient care.
Key Responsibilities
Primary Responsibilities (80%)
- Manage the operations and systems, review and improve HSCT & CT Program functional units, and ensure smooth day-to- day operations.
- Manage the Cell, Tissue and Gene Therapy Product (CTGTP) related matters (eg. Quarterly MOH Utilization CTGTP submission, queries from MOH, ensuring smooth implementation of CTGTP 2Ms (Medisave and MediShield) claims, ensuring CTGTP drug is correctly charged and billed).
- Review current processes and propose new initiatives and innovations to improve services and eliminate waste, including the use of AI where appropriate.
- To assist with paper writing for high value procurement projects within the program.
- Establish new clinical services for HSCT & CT. Establish SOPs and workflows for new clinical services or updating for any operational changes.
- Ensure timely review of service/lease/license contract terms and conditions and cost of services/contracts. Facilitate agreement establishment (lead agreement discussions, liaise with legal, CPD form, seek signatories.
- Provide other administrative support to the Apheresis Centre and laboratory and/or RO to ensure smooth daily operations and provide required support to meet assigned project/task timeline.
- Provide admin support for audit inspections. Booking of meeting rooms, ordering food, minutes taking, facilitating audit process
- Monitoring expenditures, managing budgets and ensuring procurement activities stay within financial constraints.
- Tracking of CAPEX/OPEX budget, staff training budget and other NUH-related funds.
Secondary Responsibilities (20%)
- Perform billing to external client for service rendered, internal cost transfer to internal departments and billing to patients.
- Perform bill audit quarterly and bill adjustment when needed.
- Payment to external parties/vendors within payment term period.
- Co-ordinate meetings, book venues, collate agenda and arrange for catering requirements when necessary.
- Attending to admin related maintenance/service issues (example but not limited to printer, copier issues, light issue) of the SCL promptly.
- Performs any other duties assigned by supervisor/ department manager/ HOD
Key Requirements
- Bachelor’s degree in Science, or Healthcare Management would be prefer
- Minimum of 2 years in healthcare and administrative experience. With ops experience is an added advantage.
- Good understanding of Microsoft Word and Excel, able to build pivot tables and pivot charts for data analysis, Generate automated reports using macros, Create dashboards and data visualizations
- Responsive, attentive and be able to work under pressure
- Positive work attitude and self-motivated
- Good communication and interpersonal skills
- Good team player and also able to work independently
- Flexible and adaptable
