The Senior Manager, Precinct Planning & Development, leads a team responsible for the planning, development and implementation of assigned Healthy Precincts. Reporting to the Senior Assistant Director, the Senior Manager translates the NUHS Healthy Precinct strategy and operating framework into locality-specific Community Health Plans, builds partnerships, oversees a portfolio of initiatives and drives progress towards agreed population health outcomes.

Job Responsibilities

1. Lead Healthy Precinct Planning & Development

  • Lead the development and review of Community Health Plans for assigned portfolio of Healthy Precincts, in line with NUHS, national and local priorities.
  • Translate the NUHS Healthy Precinct strategy, operating framework and population health priorities into clear locality-specific objectives, plans and interventions.
  • Integrate population health, healthcare utilisation, service, asset and community insights to identify local needs, priority population segments, service gaps and opportunities.
  • Guide the development of theories of change, implementation plans and outcomes frameworks for assigned precincts and initiatives.

2. Drive Community Health Plan Implementation and Outcomes

  • Oversee the implementation of Community Health Plans across the assigned precincts.
  • Ensure core Healthy Precinct components and population health priorities are operationalised appropriately across assigned precincts.
  • Guide the design, implementation and review of precinct initiatives, pilots and prototypes with internal and external partners.
  • Monitor delivery quality, dependencies, risks and outcomes across the portfolio and intervene when implementation is off track.

3. Lead Precinct Partnerships and Governance

  • Build and sustain effective working relationships with healthcare providers, government agencies, social service agencies, grassroots organisations, community partners and other relevant stakeholders.
  • Lead or support assigned precinct governance platforms, partner meetings, planning sessions and workgroups.
  • Facilitate alignment on shared priorities, intended outcomes, roles, actions and timelines.
  • Manage complex stakeholder issues within the assigned portfolio through negotiation, facilitation and appropriate escalation.

4. Support Refinement of the Healthy Precinct Model

  • Identify implementation gaps and recommend practical improvements to the Healthy Precinct framework.
  • Develop or refine planning tools, playbooks and operating processes to improve consistency and quality.
  • Support broader divisional or cross-functional priorities.

5. Lead and Develop the Precinct Team

  • Lead, coach and develop a team to deliver the planning and delivery of precinct portfolios and strategic initiatives.
  • Promote collaboration, accountability, staff engagement and effective knowledge sharing.
  • Contribute to PP&D-wide learning, standardisation and capability-building initiatives.

 

Requirements

  • A bachelor’s degree in any discipline; a qualification in public health, healthcare management, social sciences, community development, business or public policy is advantageous.
  • At least 12 years of relevant experience in strategy implementation, programme or portfolio management, stakeholder engagement, partnership management, healthcare operations, community development or a related field.
  • At least 5 years of formal people-management experience, including responsibility for staff performance, development and delivery through a team.
  • Demonstrated experience leading a substantial portfolio of concurrent programmes or initiatives.
  • Proven ability to lead complex, multi-stakeholder work from planning through implementation, performance review and improvement.
  • Experienced in engaging senior internal and external stakeholders and resolving implementation barriers without relying solely on formal authority.
  • Experience in Singapore’s healthcare, community care, public sector, social sector or cross-sector partnership landscape is advantageous.
