Overview

 

We are seeking an experienced and highly motivated Cost & Contracts Leader to head the Cost & Contracts Section within the NUH Development Office. In this strategic leadership role, you will oversee the commercial, cost management, procurement, and contract administration functions for one of Singapore's most significant healthcare redevelopment programmes. You will play a critical role in ensuring that project investments are optimised, procurement strategies are effective, and contracts are managed proactively to support the successful delivery of NUH's future healthcare infrastructure. Working closely with consultants, contractors, development agents, and internal stakeholders, you will provide commercial leadership across the entire project lifecycle, from planning and design through construction, commissioning, and project close-out.

 

Strategic Cost Planning & Commercial Leadership

 

  • Lead the development and management of project budgets, cost plans, estimates, and financial forecasts for infrastructure works and Furniture, Fixtures & Equipment (FF&E).
  • Provide strategic advice on project affordability, value optimisation, and cost management throughout the project lifecycle.
  • Establish and maintain robust cost control frameworks to ensure alignment with approved budgets and project objectives.
  • Oversee cashflow forecasting, expenditure tracking, and financial reporting to support effective decision-making.
  • Ensure the utilisation of project funds, procurement activities, and contract administration comply with applicable organisational policies, governance requirements, and regulatory frameworks.

 

Procurement & Contract Management

 

  • Lead the planning and execution of procurement activities in collaboration with development agents, consultants, and project stakeholders.
  • Develop procurement strategies, contract packaging approaches, and tendering plans that achieve value for money while ensuring appropriate risk allocation.
  • Review and oversee the preparation of tender estimates, procurement documents, evaluation processes, and award recommendations.
  • Provide leadership in contract administration, including management of variations, claims, disputes, risk mitigation measures, and contractual compliance.
  • Ensure contracts are administered effectively to safeguard NUH's commercial and operational interests.

 

Stakeholder Engagement & Project Delivery

 

  • Partner closely with users, consultants, contractors, and project teams to provide commercial guidance and facilitate timely decision-making.
  • Support project planning and delivery by ensuring cost and contractual considerations are incorporated into key project decisions.
  • Lead discussions and negotiations on commercial matters while maintaining productive stakeholder relationships.
  • Drive alignment across multiple stakeholders to support project timelines, budget objectives, and delivery outcomes.

 

Governance, Risk & Process Excellence

 

  • Ensure all procurement, cost management, and contract administration activities are conducted in accordance with NUHS and cluster governance requirements.
  • Establish robust documentation, reporting, and audit-ready records to support project accountability and transparency.
  • Identify, assess, and manage commercial and contractual risks throughout the project lifecycle.
  • Promote continuous improvement through the enhancement of systems, processes, and best practices.

 

Leadership & Strategic Development

 

  • Lead, mentor, and develop a high-performing Cost & Contracts team.
  • Foster a culture of collaboration, accountability, and professional excellence.
  • Keep abreast of industry developments, healthcare infrastructure trends, procurement innovations, and emerging commercial practices.
  • Undertake other responsibilities and strategic initiatives supporting hospital redevelopment and infrastructure development.

 

Requirements

 

  • Bachelor's Degree in Quantity Surveying, Construction Management, Architecture, Civil & Structural Engineering, Mechanical Engineering, Electrical Engineering, or a related built environment discipline.
  • At least 15 years of relevant experience in quantity surveying, cost management, commercial management, procurement, and/or contract administration.
  • Demonstrated experience managing major infrastructure, healthcare, institutional, or public sector development projects.
  • Healthcare infrastructure project experience will be highly advantageous.
  • Strong understanding of procurement strategies, contract forms, commercial risk management, and cost control principles.
  • Excellent analytical, negotiation, and problem-solving capabilities.
  • Strong interpersonal and communication skills with the ability to influence and build consensus across diverse stakeholder groups.
  • Highly organised, resourceful, and capable of managing multiple priorities within a complex and fast-paced environment.
  • Strong written communication and presentation skills.
