About Department and Purpose of the Position

 

The incumbent is responsible for supporting the Institution Lead (NUH) to create and sustain a safe and healing hospital environment for patients, staff and the public. This role safeguards against regulatory delays, workplace hazards, and reputational risk by embedding compliance, resilience, and safe design principles into the hospital’s DNA. This role will also support the hospital’s emergency preparedness division in ensuring that the infrastructure and systems are in place for crisis response when needed. The Fire Safety team from Facilities Management and the FM Managing Agent will be supporting him / her in the above responsibility.

 

Key Responsibilities

 

  • Work closely with Institution Lead (NUH), Group FM in building clear accountability, expectations and deliverables for the Fire Safety Trade team in NUH.
  • Lead the Fire Safety Team in NUH on operational matters such as ensuring at all times that fire safety requirements contained in Emergency Response Plan (ERP) are complied with, and oversight of the daily checks and removal of any fire hazards found.
  • Take responsibility for good contract management with regards to Fire Safety related systems with clear end-to-end expectations from governing authority (e.g. SCDF, etc) and management.
  • Supported by the Fire Safety Team, plan and conduct fire drills for the occupants of the premises, ensure all occupants are familiar with means of escape. Provide training for Company Emergency Response Team (CERT) on first-aid, fire-fighting and assist in evacuation in event of fires or other related emergencies.
  • Review infrastructure plans to ensure it enables resilient emergency response.
  • Support the Emergency Preparedness division in training programs to support the hospital emergency preparedness.
  • Support the testing of the hospital’s Emergency Response Plan, ensuring alignment of infrastructure and procedures.
  • Serve as a subject matter expert and provide guidance on fire safety related matters to project managers or other operational staff.

 

 

Key Requirements

 

Qualification Required and Area of Discipline:

  • Bachelor degree in Engineering and/or related discipline, or Diploma in Mechanical Engineering and/or related discipline
  • SCDF-registered SFSM Certificate with relevant fire safety experiences.
  • Relevant working experience in managing healthcare facilities (or similar nature) will be advantageous.
  • Strong understanding of building codes, fire safety systems, WSH standards, and emergency preparedness frameworks.
  • Proven ability to engage stakeholders, manage compliance risks, and align infrastructure with safety outcomes.
  • Strong technical skills including a sound working knowledge of Microsoft Office and Adobe Acrobat to prepare, edit and manipulate text and data.
  • Good command of the English language (spoken and written).

 

Required Competencies and Capabilities (Skills, Experiences, and Professional Licenses):

 

  • Degree Holder – at least 7 years of relevant service and/or maintenance experience; or
  • Diploma Holder – at least 10 years of relevant service and/or maintenance experience
