Overview
Reporting to the Senior Assistant Director, you will analyse, formulate, and implement human resource learning and development plans, systems, strategies, and programs. The incumbent will also ensure the adequacy and effectiveness of the learning and development framework and policies and oversee the internship program.
Job Responsibilities*
You will be responsible for the followings:
- Conduct annual learning needs analysis exercise for the organization, ie. propose, and identify training programs to support the organizational strategic needs and budget required, for Corporate Learning, HMDP, external/formal sponsorships, etc.
- Track and monitor the learning and development budget/cost allocated.
- Provide advice to departments in their implementation of the department learning plan when required.
- Prepare and administer all sponsorships and bonds for external short course, educational and professional development programs when required.
- Work with HR Tech to push learning reports to departments for reviews when required.
- Review, develop and implement learning and development policies, plans, systems (including LMS, etc.), processes and programs to ensure they are practical, relevant, and aligned to organizational goals and objectives.
- Work with management, business units, union, and staff in providing value-adding consultancy, advice, resource, and service to train and develop our talents.
- Perform system reviews on the effectiveness of training programs.
- Oversee internship recruitment.
- Support the annual Employee Engagement Survey, Staff Anti-Abuse Framework, Well-Being activities and any other assigned projects
Requirements*
- Degree holder with preferably Post-Graduate Diploma in Human Resource Development.
- Minimum 2 years of working experience in Human Resource Development.
- Able to work independently, yet a team-oriented player in delivering results and meeting business needs in a fast paced & demanding environment.
- Knowledge of training function, working experience in training grants administration will be an advantage.
- Possess strong interpersonal and communications skills and project management skills
- Strong presentation and stand-up delivery skills.
- Meticulous and strong analytical skills and ability to multi-task.
